Julian Blake - Partner and Joint Head of Social Enterprise and Charity Bates Wells Braithwaite.
Julian has always applied commercial disciplines to his predominantly non-profit distributing client base. He is particularly involved with the application of corporate/commercial law to social enterprises, charities, educational institutions and socially focused businesses and the engagement between such organisations and the public sector. As well as being joint head of the Social Enterprise and Charity team, Julian leads Bates Wells Braithwaite's cross-departmental development of Sector Groups, including in relation to: Education; Health and Social Care; the Environment and Renewable Energy; Social Finance; and Public Procurement/State Aid.
Julian’s experience includes: commercial and charity law advice to social enterprises, charities and social businesses; formations and constitutional reorganisations; Charity Commission and sectoral regulation; joint ventures/mergers/business transfers; private, public and third sector contracts and funding arrangements; the development of Social Finance and Social Investment; Public Procurement/State Aid advise and planning, including in relation to Social Value, Social Impact and Social Impact Measurement; and Public Service organisation and reform, including through the implementation of public policy initiatives and the establishment of spin-out social enterprise/mutuals from public authorities.
Julian leads BWB’s support for E3M, a knowledge community involving a group of leaders from some of the largest and most successful UK social enterprises that trade in public service markets and for Bold Commissioners a similar group involving the sharing of public authority officer creativity and innovation. He is engaged with the Cabinet Office in relation to Social Value Act implementation.
